I'm not quite sure
what you mean by "more important". However, there is an indulgence on the
Solemnity of the Holy Apostles Peter & Paul (June 29) which grants a plenary indulgence
for use of a devotional object blessed by the Pope or a Bishop, so I guess it
would be fair to say "yes" in that case (and any similar cases) the blessing by
the Pope would be "more important" than one by a parish priest. [Note: For

Also, there may be
blessings of church items reserved to a bishop or the Pope, but since you said a
"personal object", I will assume you are not referring to these types of items.
