It is wonderful to
hear of your desire for the Traditional Latin 'Tridentine' Mass (TLM). Regarding
your question, the procedure for requesting the TLM post-7/07 may be to start by
contacting your pastor. If he cannot help, then you might go to the bishop.
However, the procedure can/may change. For more current information, try
here (or try searching online).
Of course, this does
*not* mean you cannot contact the
Pope directly (although you might contact him
so that he knows of your desire for the TLM, I imagine you'll be referred back
to your parish/diocese).
BTW, if you are new to
the TLM, you should note that you would certainly not be alone if you
encountered resistance to your rightful desire for the TLM by priests and/or bishops. This unfortunate
situation has been well-documented. Yet you will hopefully have success if you
persevere. You might also contact a Latin Mass supporting organization for
assistance – perhaps Una Voce? – and work on forming a group (as there is 'power
