Since the proper way to dispose of holy items is burning or burying them, it is possible that someone has done just that. Also, some Catholics bury statues of St. Joseph to help sell their homes (I can't say for sure that this is a St. Joseph statue, but from your description, it seems like it might be). If you do not want to leave the item buried, I would suggest you speak to a good priest about what to do with it. I would not advise throwing it out because the statue may have been blessed.
