The Pope is not a
creator of doctrine, but its guardian. He is rather like a steward or a trustee
who is charged with preserving and interpreting Divine Revelation. He has
authority only to pass on what has already been received, not to invent new
dogma. Although he may make more explicit what is already contained in the
deposit of faith (e.g. the Immaculate Conception of Mary), he may NOT create
entirely new doctrines. As stated by the First Vatican Council...
"The Holy
Spirit was not promised to the successor of Peter that by the revelation of the
Holy Spirit they might disclose new doctrine, but that by His help they might
guard sacredly the revelation transmitted through the Apostles and the deposit
of faith, and might faithfully set it forth."
